Philippines: The Philippines Released Guidelines on Sugar Import and Export Program

On January 14, 2026, the Sugar Regulatory Administration (SRA) released Sugar Order No. 2 (SO2) setting guidelines for the upcoming marketing year (MY) 2025-2026 import/export program.

SRA licensed domestic and international traders can purchase a maximum volume of 300,000 metric tons (MT) of locally produced sugar and export it to the United States to fulfill the 2026 WTO Tariff-Rate Quota (TRQ) allocation, using a 3:1 ratio (3 MT of locally produced sugar purchased is equivalent to 1 MT of sugar exported
