India’s sugar export ban reflects concerns that lower output, tighter inventories and global factors such as rupee weakness, higher oil prices and Brazil’s ethanol shift could revive export incentives even as domestic supplies tighten.

India’s decision to prohibit sugar exports until the end of the 2025–26 season looks abrupt. Only a couple of months earlier, New Delhi had authorised exports on the assumption that sugar production would recover. Yet by May, policy had reversed completely. However, the shift appears less puzzling once viewed through the prism of inventory risk
