USDA ESTABLISHES FISCAL YEAR 2010 TARIFF-RATE QUOTAS FOR RAW, REFINED, AND SPECIALTY SUGAR AND THE DOMESTIC SUGAR OVERALL ALLOTMENT QUANTITY
